How many days a Gregorian month has.

The whole of the calendar arithmetic this library does, and the whole of what a date library would have been added for. The century rule is in it because 1900 was not a leap year and 2000 was, and a picker that offers 29 February 2100 is wrong in a way nobody notices for seventy years.
